Clinton County County Clerk

The official County Clerk page lists Kathleen Cottrell as Interim County Clerk for the October 1, 2025-2026 term. The office is in Room 103 at the Clinton County Courthouse and handles County Clerk and County Commission records, voter services, plat map sales, notary service, liquor license paperwork routing, and the county's central Sunshine request coordination for County Clerk and County Commission records.

Missouri's Sunshine Law makes the record custodian important. The County Clerk page says each county office is responsible for its own records, but county officials or employees who receive a request should inform the County Clerk in a timely fashion so the request can be coordinated and documented. That language prevents one common error: the County Clerk is not the holder of every county, court, sheriff, or recorder file, but it is the central county-government Sunshine contact for the records it coordinates.

Clinton County Sunshine Requests

County Clerk and County Commission records are requested through the county Sunshine route. The County Clerk page strongly recommends using the official Sunshine Request Form because it helps explain the request and establishes a timestamp for Missouri Sunshine Law compliance. The county provides a request email at records_request@clintoncomo.gov, a Sunshine policy PDF, and a request form DOCX. The Missouri Attorney General guidance says written requests are encouraged and requesters should contact the public body that created or keeps the record.

1. Identify the record holder first. Court case files go to the Circuit Court Clerk, and recorder documents go to the Recorder of Deeds.
2. For County Clerk or County Commission records, use the county Sunshine request form or a written request with enough detail to locate the file.
3. Email the request to records_request@clintoncomo.gov or use the county's listed contact route.
4. Ask for inspection, copies, or both, and ask for an estimate if research or copy fees may apply.
5. Track the response timing. The Attorney General's top-ten guidance says custodians must respond as soon as possible and no later than three business days.

Clinton County Recorder Records

The Recorder of Deeds page lists Misty Dean as Circuit Clerk and Ex-Officio Recorder of Deeds for the 2023-2026 term. Recorder staff include Dana Baker, Chief Deputy Recorder, and Cathy Rolfe, Deputy Recorder. Recorder services include recording and maintaining real estate documents, issuing and maintaining marriage licenses, filing and maintaining state and federal tax liens, filing and maintaining military discharge documents, and providing public-use search terminals.

The recorder accepts cash, credit or debit cards, and business checks for general recorder work. As of June 1, 2024, personal checks are no longer accepted. Marriage licenses remain cash only. The recorder office also states that it does not create or change documents and sends legal, title-search, and form questions to a title company or attorney. That is an important limit for deed, lien, and marriage-record users.

Clinton County iCounty Search

Recorder documents can be searched or purchased online through Clinton County iCounty, a vendor-hosted recorder portal. Login or registration is required. The official login page lists a free registered-user option, paid daily and monthly subscription options, document or page purchase choices, and per-page printing service fees. iCountyTechnologies is also listed by the recorder page for eRecording, online document purchase, and fraud notification.

Clinton County Marriage Records

Marriage licenses are recorder records, not Circuit Court case files. The official marriage page says both parties must appear, each must have valid photo identification, and the fee is $51.00 exact cash only. Effective August 28, 2025, applicants must be at least 18 to apply for and receive a Missouri marriage license in Clinton County. After the ceremony, the completed license must be returned to the Recorder of Deeds within 15 days for recording.

Certified copies of a recorded Clinton County marriage license cost $9.00 according to the county page. Completed licenses may be brought in person or mailed, and the recorder records the license and returns the original by mail. Divorce records do not follow this recorder route. A divorce or dissolution record is a Circuit Court record searched through Case.net and certified through the Circuit Court Clerk where the divorce was granted.

Clinton County Clerk Recorder Fees

Several County Clerk and recorder fees were located in official sources. Other court-copy and probate fees were not. Keep the fee source tied to the office: recorder fees should not be treated as court clerk fees, and Sunshine Law copy charges should follow the Missouri statute and county policy.

Court Records Stay Separate

The County Clerk / Recorder of Deeds page should not be used as the first stop for ordinary court case files. Search public Clinton County court records through Case.net and request official court copies from the Clinton County Circuit Court Clerk. The county clerk-recorder route is for county-government records, recorder documents, marriage licenses, land filings, liens, military discharge filings, and related office services.

When the record type is unclear, use the file's origin. A ticket, criminal case, civil judgment, probate docket, or divorce case is a court record. A marriage license, deed, lien, or military discharge filing is a recorder record. A County Commission or County Clerk administrative record is a Sunshine request through the County Clerk. That separation keeps requests from moving between offices unnecessarily.
